Meta pauses the terms that would have let it train AI on business accounts' websites

After a backlash, a Norwegian court injunction and a UK probe, Meta's new commercial terms won't take effect on November 20. The old terms stay for now.

A long terms-of-service document with a large pause symbol over it, and a web page linked to it by a cut line

Meta wanted business accounts to hand over more than their Instagram posts. Its updated commercial terms would have let it use content from the domains, web pages and URLs those businesses link to, to develop, improve, research and train its products. After a backlash that came from just about everywhere, as 404 Media's Samantha Cole reports, the update is now on hold with no new date.

How it unwound

The terms were first due to take effect on October 30. After journalists and users objected to Meta reaching past Facebook and Instagram into their own websites for training data, Meta pushed the date to November 20. Now that date is off too. Meta's notice says the update to its commercial, product catalog, self-serve ad and generative AI ad terms is paused, that it is still consulting stakeholders, and that the existing terms remain in effect.

Along the way, according to Nieman Lab reporting cited by 404 Media, Meta had already dropped the word "train" from the list of allowed uses and narrowed those uses to advertising and business products. The earlier draft covered all Meta products.

The pressure wasn't only social media grumbling. According to the Los Angeles Times, the first outlet to report the change, a court in Norway temporarily suspended the terms in a case supported by 180 Norwegian media companies and their trade body. In Britain, the Competition and Markets Authority announced it would look into the terms too.

Why developers should care

If you run a business account, the link in your profile points at your site, your docs and your blog. Terms like these turn that link into an open door. For anyone publishing original work on the web, the difference between "we read your link to build a preview" and "we may train on whatever is behind it" is the whole game.

It is also a reminder of where AI data deals quietly happen: in terms of service. Nobody negotiates them. You click through once, and the scope of what you agreed to can change with an update notice.

Paused is not dead

Meta hasn't withdrawn the idea; it has stopped the clock and says it will share more later. Expect the next draft to be narrower and more carefully worded, and expect the regulators who got involved this time to read it closely.

For now the old terms apply. Website owners won this round by being loud, with a court in Norway and a UK regulator behind them.

Scoreboard update: Humans +1. Backlash, a court and a regulator put Meta's AI training terms on hold.

Stay undead.
